Father of most wanted gang leader in Albay shot dead

LEGAZPI CITY, Oct. 3 (PNA) -- The father of the leader of an organized crime group operating in Albay and other parts of Bicol was killed on the spot when a lone gunman shot him in different parts of the body over the weekend in Libon, Albay, police said Monday.

A report from the Police Regional Office in Bicol (PRO5) said Chief Insp. Eduardo Azotea, Libon police chief, identified the victim as Ramon L. Concepcion, 60, father of Gilbert Concepcion, leader of the Concepcion gun-for-hire and robbery-holdup group and tagged as the most wanted person in Albay.

Police authorities said Gilbert's group was responsible for the killing of former Makati City engineer Nelson Morales in front of a church in Malinao, Albay on September 7, 2012. Morales was a close aide of former Vice President Jejomar Binay when the latter was mayor of Makati City.

Azotea said Ramon was shot while standing in front of their house in Barangay (village) of Molosbolos in Libon at 8 a.m. on Saturday. He is also the husband of Asuncion Concepcion, barangay chief of Malosbolos.

“The gunman approached Ramon and fired successive shots at him,” said Azotea.

A joint team of the 83rd Infantry Batallion of the Army under 2Lt. Marlon Urbano, Libon Municipal Police Office (MPO) and Albay Provincial Police Office (PPO) Public Safety Company led by Insp. Joseph Laurio immediately proceeded to the crime scene to investigate the killing, according to Chief Insp. Arthur Gomez, head of the investigation division of Albay PPO.

Gomez said, however, that the family of the victim refused to cooperate in the investigation.

He said the family refused to send the victim's body for autopsy.

“The family also recovered the empty shells of the firearm used by the gunman but they do not want to turn it over to police investigators," he added.

Azotea said investigation is ongoing as to the motive for the killing but the Libon MPO is on alert for possible retaliatory attacks from Gilbert’s group because of the shooting incident.

Gilbert has a bounty on his head of P1 million and has warrants of arrest for cases of multiple murder and rape.

Police said the Concepcion group is responsible for the killing of Senior Insp. Joerem Kallos, former deputy chief of police of Libon MPO on Dec. 29, 2015.

Kallos was shot dead while conducting a checkpoint as his fellow policemen were serving an arrest warrant against Gilbert at a village road in Sitio Pinagbadilan in Barangay Buga in Libon.

Gilbert’s brother Ramson, also a gang member, was killed by operatives on Nov. 27, 2014 in Barangay Buga during a running gun battle after policemen tried to arrest Ramson when the latter staged a holdup in the village of Matacon in Polangui, Albay. (PNA) LAP/GVR/JH/CBD
