Salceda votes for Alvarez as House Speaker
By Connie B. Destura

MANILA, July 25 (PNA) --- As the 17th Congress opened and the election for Speaker of the House of Representatives was held Monday morning, 2nd District of Albay Congressman Joey Sarte Salceda voted for Napoleon "Bebot" Alvarez as leader of the Lower House.

Salceda said he voted for Alvarez, because the country needs a Speaker from the countryside, someone who is close to the President.

On a personal note, he added, he and Alvarez were colleagues in the 11th Congress.

Alvarez won the Speakership through the vote of 251 lawmakers.

The Speaker is the head of the House of Representatives. He presides over the sessions; decides on all questions of order subject to appeal by any member; signs all acts, resolutions, memorials, writs, warrants and subpoenas issued by or upon order of the House; appoints, suspends, dismisses or disciplines House personnel; and exercises administrative functions.

The Speaker is traditionally elected by members of the Lower House at the convening of each Congress. (PNA) LAP/CBD
