LEGAZPI CITY, June 24 (PNA) -- Governor Joey Sarte Salceda thanked the department heads and employees of the Provincial Government of Albay during the midyear assessment activity of the province at the Albay Astrodome Thursday.
Salceda said his administration succeeded because of the cooperation of every individual at the Capitol, adding Albay's secret lies in its being one community.
"We have the same spirit of consensus building and mutual understanding because Albay is one community. We shared goals, shared values, shared dreams and shared impacts," he said.
In shared goals, the governor said, he meant zero casualty, millennium development goal, sustainable development goal and speedy recovery after calamities.
Salceda said the Bible of his administration is his principle of constant kindness, stressing his programmatic themes.
First theme, he said, is the "Albay Mabuhay", with which his administration worked on after super typhoon "Reming" hit the province in 2006.
"It was rebuilding our boat after the province was devastated by a very strong typhoon. The theme was focused on the rising of the province after the calamity, including the reconstruction with relocation in 18 months, disaster risk reduction-climate change adaptation, environmental protection and agriculture and food security," he said. .
The second theme is "Albay Rising", which means all are included in the road to development and no one will be left behind, especially in education and health.
The third is "Albay Boom", which he dubbed as "Paddling Towards Our Destination" to expand economic base in tourism, agriculture diversification and small and medium enterprises.
Salceda mentioned the fourth as "Albay Rocks" or towards big-time flex competitiveness for light industrialization and energy development.
He admitted that his administration did not succeed in bringing big industries to the province but, he said, the province can still achieve this.
During the occasion, the outgoing governor lauded the Sangguniang Panlalawigan headed by Vice Governor Harold Imperial.
Thanks to the best vice governor of Albay," he said.
He said all the ordinances and resolutions asked by the Office of the Governor were unanimously passed by the council, which, he said, is his partner.
In this connection, Imperial praised and also thanked Salceda who, he said, should be given a tribute fit for the best and most successful governor the province ever had.
"Let us give our gratitude to the man who stirred our shift to the direction of excellence and progress. We need to understand how our leadership and governance made the necessary and significant impact on the many aspects of our lives in addressing our concerns and challenges and in delivering the the promise of genuine service to all Albayanos," the vice governor said.
During the occasion, Salceda gave certificates of commendation to the provincial officials and employees.
