LEGAZPI CITY, May 9 (PNA) -- The Commission on Elections (Comelec) in Albay reported that voters trooped to their designated voting centers in Albay as early as the opening time at 6 a.m. Monday.
Albay Gov. Joey Salceda, wearing a white shirt, was among the early birds to cast his vote at about 7 a.m. Monday at a voting precinct at Barangay Penafrancia, Daraga town, his residence.
Lawyer Bert Canares, Comelec Albay election supervisor, said that except for some minor glitches, the election process went smoothly.
Problems encountered include VCM malfunction, voters found difficulty looking for their names in the voting lists and presence of candidates' vehicles with political campaign tarps parked near voting centers.
The Philippine National Police (PNP) Albay provincial office situationer report as of 7:30 a.m. indicated no untoward incident in all police offices in the three cities and 15 towns in the province.
The Parish Pastoral Council for Responsible Voting (PPCRV) reported of vote buying incidents while ample ballots with names of candidates with PHP100 bills were distributed on Sunday evening in almost all towns in the 2nd District of Albay.
