LEGAZPI CITY, March 1 (PNA) -- Rep. Evie Escudero (First District, Sorsogon) has forged a stronger partnership with various government agencies in the Bicol Region as she proposed a working relationship with them based on the “bibingka principle.”
Bibingka is a native Filipino delicacy made of rice and coconut.
The bibingka principle was popularized by former president Fidel V. Ramos in giving assistance to local government units (LGUs).
In a meeting with regional directors of different agencies here Friday, Escudero stressed the need for the continued cooperation by and among agencies to achieve one goal -- the progress and development of the province of Sorsogon, in particular, and the Bicol Region, in general.
The Sorsogon lady lawmaker said working for the progress and development of the province and the region is like cooking bibingka wherein ”fire has to be applied not just at the bottom but also at the top, simultaneously, and I thank you for providing the fire on one side as I take care of the fire on the other side.”
“It is only through our collective efforts, our complementary and supplementary actions that we can provide our constituents an opportunity for progress and advancement,” she stressed in her message before the agency heads.
She reminded them that as public officials, they are duty-bound to provide the necessary atmosphere conducive for human growth and development.
Escudero personally organized the meeting attended by 17 government agencies which have programs and projects being implemented in her district.
Among those who attended were the heads of the Department of Agriculture, Department of Environment and Natural Resources, Department of the Interior and Local Government, Department of Science and Technology, Department of Labor and Employment, Commission on Higher Education, Department of Public Works and Highways, Technical Education and Skills Development Authority, National Economic Development Authority, Department of Social Welfare and Development, Department of Education, National Irrigation Administration, Department of Agrarian Reform and other agencies.
Also present was Congressman Deogracias Ramos (Second District, Sorsogon), the new chair of the House Committee on Bicol Economic Recovery and Development Committee (BERDC).
Escudero said she wants a well-coordinated implementation of government projects to avoid duplication which results in waste of resources.
She also presented the programs and projects she had accomplished and asked the directors to also present their respective programs and projects that are being implemented or due for implementation so that all of them can coordinate with each other.
The directors commended her initiative in calling for the meeting as they were also able to lay down their concerns, especially on matters that require action by the House of Representatives.
