DA-Bicol vows best personnel management practices under CSC’s Level II accreditation

PILI, Camarines Sur, May 19 (PNA) -- With the Civil Service Commission (CSC) reaffirming its Level II accreditation status, the Regional Field Unit (RFU) for Bicol of the Department of Agriculture (DA) based here has vowed to further improve its best practices in various areas of human resource management.

The CSC regional office for Bicol recently reaffirmed the Level II accredited status of DA-RFU for having continuously met the requirements for the status pursuant to CSC Resolution No. 1302616, which provides that it will take final action on its appointments under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM).

The program provides reward, recognition and empowerment to and capacitate agencies in the performance of their human resource management and development functions.

DA Regional Executive Director Abelardo Bragas on Monday said the Level II accreditation allows his agency to take final action on appointments of personnel and to maintain such privilege.

“We are going to put into operation our Strategic Performance Management System (SPMS) as a means of measuring individual performance of employees as well as the overall performance of the agency,” Bragas said.

Unlike in the old Performance Evaluation System, in SPMS, individual goals will be set following the agency’s major final output, he explained.

The DA central office based in Quezon City is coming up with a unified SPMS for the whole organization, the DA official added.

The certificate of Level II revalidation was awarded by the CSC to DA-Bicol during the commitment building ceremony recently held at the Commission’s regional office in Legazpi City and attended by heads of national governments agencies, presidents of state colleges and universities and local government officials whose accredited status were also revalidated.

The signing of the memorandum of commitment between the CSC and the accredited agencies, stipulating the agencies’ commitment to maintain its status and further strive to ultimately achieve the seal of excellence, highlighted the affair. (PNA) FPV/FGS/DOC/CBD/UTB
